Title: “Changing Oil and Gas Policy in Contemporary Indonesia”
Abstract: Until recently, many literatures on politics in contemporary Indonesia had generally assumed that the tenacious elite still dominate the policy making process even after the democratization in 1998. There is, however, a growing number of studies, attempt to present the political changes of the elite politics after the presidential election in 2014. Still, only little attention are paid to how and when exactly, the actors outside the power structure can bring the changes in policies. In this research, I aim to identify what conditions enable social actors to change the oil and gas policy. To this end, I use two case studies: the judicial reviews on Oil and Gas Law and the movement for nationalization of gas field. Thereby analyzing these cases, I argue that if the social actors succeed in making collective actions and accessing to veto players before elections, their chances to realize policy change would likely increase.
